All his naval units get one extra tile of movement, and also have better defence. His air units aren’t so good, though. He’s also unaffected by rain, and it seems to be around more often when he’s battling.

Bugs, Oversights and Edge Cases
Increased chances of weather: This is added to the base percentage of a weather change, which is 4% in a 2P game, 3% in a 3P game and 2% in a 4P game. A weather change is rolled every time a player or CPU selects “End Turn”. The game rolls weathers independently, Snow first, then Rain. If multiple copies of a CO with this ability are present, then the bonuses are added to the chances for each copy of the CO.
Weather changing: The weather will revert to the default weather setting in the game rules after it ends. If the weather is changed to the same weather as is currently active, it will not extend the current weather.
Damaging CO Powers: These powers cannot kill a unit. If a unit is at 1 HP and is affected by this power they will be left at 0.1 HP, which is the minimum possible health value for a unit to have. Units that are inside transports will be ignored by these powers.
