Effect on CO Power Activation:
• Creates a new 9 HP infantry unit on all allied cities, ready to move. The units are created from left to right, top to bottom. A unit will not be created if the city already has a unit on it, or the unit limit of 50 has been reached.

Unit creation by CO Powers: The units created by Copter Command and Airborne Assault cannot exceed the unit cap of 50 units per side. Units can only be created if there is no unit already on the city tile. The power starts at the top-left corner of the map [0,0] and then proceeds left to right, top to bottom.
